Executive Management
The existing company’s Management structure has the Chief Executive Officer (CEO) who is the overall manager of the company. He is assisted by the Chief Finance Officer, Chief Credit Officer, Chief Business Development Officer, Legal & Compliance Manager, Information Technology Manager, Programme Manager and the Internal Auditor. The current management team is as follows:
Julius Mcharo is the current Managing Director of Victoria Finance Plc with over twenty-four years of experience in banking, microfinance and financial markets where he raised leadership ladder to become the Chief Executive Officer of a regional bank. Julius started his career at Standard Charted Bank and later on worked with a number of international and local banks including Citibank, Tanzania Investment Bank and Commercial Bank of Africa at various roles such as Head of trading, Head of Treasury & Institutional banking, Head of Corporate & Investment banking and the Chief Executive Officer. He holds a Bcom. Finance (Hons), MBA, a certificate in Directorship and he is a Certified Public Accountant, CPA (T).
Chief Finance Officer
Esther Ruge is the Chief Finance Officer of Victoria Finance responsible for financial management, Operational Efficiency, Funding mobilization, and Strategy execution She has extensive experience in financial audit and advisory environments for more than nine years at Deloitte Touché. Esther started her career as an Audit Associate, rising to the position of Audit Senior Her major areas of focus have been in Financial Institutions, Manufacturing, Oil Gas, Consumer Business, Government institutions, Donor Funded Projects, and NGOs Previously, she worked with the Deloitte Kizazi Hodari Southern Zone Project as a Financial Accountant before joining Victoria Finance. She is a qualified Accountant (ACPA PP) and holds a Bachelor of Commerce in Finance with extensive knowledge of international Financial Reporting Standards ( government accounting, tax and value for money audit).
Chief Credit Officer
Melkizedeck Akyoo is the Chief Credit Officer, (CCO) of Victoria Finance Plc. He is responsible for formulating strategies, planning and quality management of loan portfolio. He oversees the operations department which vests the portfolio management functions. He holds Bachelor of Business Administration with Minors in Accounting and Information Technology from the Carthage College Kenosha Wisconsin WI (U.S.A), (2003) and Certificates on various courses in Banking and Leadership. He has an extensive experience in Banking and other financial entities for more than 15 years. His past experience includes being in a number of roles in Retail Banking Acting Branch Manager and Business Development Manager, Relationship Manager in Corporate Banking, Personal Banking and Special Assets Management. Also, Involved in Trade and Treasury Operation as Senior Officer at NCBA Bank Tanzania Limited. Also work at Standard Chartered Bank in retail banking.
Chief Business Development Officer
Dionizi Mutarai Sabi is an accomplished career banker and a microfinance practitioner with over sixteen years of experience across international and local financial institutions; covering Retail, SME, and corporate banking. He currently serves as the Chief Business Development Officer at Victoria Finance Plc (VFP) and sits on the Board of Epvate and Fortune International Consulting. Prior to VFP, he worked as a consultant for Mwalimu Commercial Bank Plc, where he played a key role in establishing the MSMEs business framework and shaping strategic objectives for growth. His career includes several leadership roles such as Senior Manager for Collections and Recoveries at Tanzania Postal Bank, Project Manager at Advans Bank Tanzania, Corporate Manager Assistant at Barclays Bank Tanzania, and Recovery Coordinator at AccessBank Tanzania. Dionizi began his career as a Client Advisor at AccessBank Tanzania, where he was selected for a management training program by LFS Advisory GmbH in 2009. He later earned recognition for outstanding performance in 2012. He is a Certified Professional in Agricultural Finance and holds an MBA in Corporate Management from Mzumbe University. Dionizi is widely recognized for organizational turnaround, driving profitability, and developing high-performing teams.
Legal & Compliance Manager
Robi Simon Magaigwa is an Advocate of the High Court of Tanzania and the current Legal & Compliance Officer. Has more than eight years of professional legal practice. He worked as Senior Advocate with both RMS Attorneys and FCB Consultancy Limited before joining Victoria Finance. She holds Bachelor of Law from Mzumbe University and a Post Graduate Diploma in legal training and practice from Law School of Tanzania.
Information Technology Manager
Noel Mathew Sumbe is an ICT Engineer who started as a Systems Analyst for over two years. He specializes in network and systems administration and quite knowledgeable in a variety of applications and operating systems. He previously worked both at Aga Khan Foundation and NPK Technologies as IT Officer and System Analyst respectively before joining Vision Max Company as System Analyst. He joined Victoria Finance Plc in October. 2020 as an ICT Officer in charge of all Company’s ICT operations. Noel holds Bachelor of Science in Computer Engineering and IT from the University of Dar es Salaam.
Programme Manager
Johari Mgombawanu is an experienced microfinance professional with more than 19 years dedicated to strengthening financial inclusion and empowering underserved communities in Tanzania. She currently serves as Programme Manager at Victoria Finance Plc (VFP), where she leads key initiatives focused on expanding access to responsible and sustainable financial services. Her career includes senior leadership roles such as Chief Operations Officer, Head of Operations, Regional Manager, and Branch Manager, contributing significantly to institutional improvement, operational efficiency, and credit portfolio growth. She is strongly committed to supporting women, youth, and special groups through income‑generating initiatives and tailored financial solutions. One of her notable achievements is championing the development of a Water and Sanitation financing product in partnership with TAMFI and Water.org, enhancing access to essential services for low‑ and middle‑income households. Her impact was recognized at the 2024 TAMFI Women in Finance Event, where she received a Trophy of Appreciation. She holds qualifications in Community Development and Environmental Planning and Management.
